I just got a phone call to my mobile from this number: 08718 717 123

It hung up after one ring... normally I'd ring back anyone that does that, in case it's a friend stuck without credit/change for a phone box/whatever, but I thought the code looked like a premium rate number... so I googled it. And found this: http://www.northamptonshire.co.uk/archives/00000139.htm

So it's a fairly standard premium-rate con. Just thought I'd pass the info on...

This seems to have been going on in Japan for awhile now,
http://news.bbc.co.uk/1/hi/business/2160760.stm (http://news.bbc.co.uk/1/hi/business/2160760.stm) talks about the entire phone system of Osaka being brought to its knees by this scam.
Grrrr.
Complain fiercely to OFTEL, perhaps? I will if I get any such calls.

I'm betting that because they're not technically inviting you to call the number, they're immune from the usual legal restrictions of having to tell you how much the call will cost, etc. I'd guess they're safe from Oftel under current legislation... unless there's some vaguely-worded clause that allows Oftel to jump on anyone who's using the phone networks in a dishonest manner or something along those lines. Probably not though... for a start, BT would be in trouble if there was a rule against that :)
