ISTR a Register article a while back about something related, showing that this isn't the first time the RSPCA has reprinted some hoax/urban legend/gross exageration. That's the problem with PR ops like that, they tend to get suckered by items that a moments application of common sense would show to be very unlikely, and a minimum of research would show to be entirely without merit.
(Common sense as regards to the picture: if you *were* going to drag a large animal such as a dog behind a boat as bait, you wouldn't hook it like that. The would rapidly either fall out or tear out, ergo it just wouldn't work and the photo is a fake.)
