I stared at that for a bit (after I'd stared at the pic in general for a while!), and decided that (a) you can definitely see where the catsuit stops and the boots start - there's a clear line all the way across - and (b) that's probably exactly what it'd look like if you stretched rubber leggings with no bottom seam over the top of a pair of boots.

Why they didn't give her PVC boots I do not know.
