Briefly:

1. Government are asked to release most of the details about cost, benefits and risks for the ID cards scheme, as allowed by the Freedom of Information act.

2. They refuse.

3. Freedom of Information watchdog looks at case, orders government to release the details.

4. Government refuses again, deciding instead to appeal against the decision.
