You mean the way his sentence implies that 'entitlement and access to public services' is an evil which ID cards will cure? :)

I was thinking more of the line that you quoted. "We did suggest, or at least implied...". That uses two exclusive verb forms. It's either, "We did suggest, or at least imply...", or, "We suggested, or at least implied...".
Sorry - reading mangled language jars my head and makes me grind my teeth.
