The comment said "Women are nature's punchbag". That is clearly promoting physical harm and injury against a group.
*TOTALLY* out of context, I can understand the comment. Between childbirth, my monthly visitor, and the way some men treat women, I do feel like a punching bag.
HOWEVER. In context of the conversation, the guy should be de-balled. What a prick.

They are being daft. Although he'll probably violate the terms of service enough that they'll bother at some point in the near future, unless he loses the power of speech type.
