Well, there's the Harlequin's Kiss, which is a monofilament injector - I guess that's the closest you're going to get to a whip for any of the Eldar/Dark Eldar/Harlequin armies... oh wait a second... I've just admitted to knowing the game. DAMN YOU!

Ok - I feel better now - I'm a pre Dark Eldar geek (40k Rogue Trader was the last one I actually played) so the answer is yes, Beastmen can use whips - but they count as Improvised weapons....
