He's always been very outspoken - he's said this on drugs before I think. Don't think he's very near retirement - late 40s/early 50s?

That would put him near retirement - according to Dad (who used to work closely with the police), they tend to get retired at 50-55.

The number of users has soared while drug-related crime is rising with narcotics now supporting a worldwide business empire second only in value to oil.

I'd say it was of a higher value than oil, if looked at by wieght :)
And the drug industry produces renewable product, so it definitly greener.
